Interpretation

All foreign air operators planning flights to or from airports in the United Arab Emirates must complete an operational risk assessment and obtain a no‑objection notification from the UAE GCAA before operating. Exemptions apply to private flights, MEDEVAC flights, and state aircraft. Requests with the risk assessment must be submitted to [email protected]. The no‑objection notification covers all operations in the UAE and is not flight‑specific, and operations may only commence after receipt of the official notification.

E) DUE TO THE CURRENT SITUATION IN THE REGION, ALL FOREIGN AIR
OPERATORS INTENDING TO CONDUCT OPERATIONS TO OR FROM AIRPORTS IN THE
UNITED ARAB EMIRATES (UAE) SHALL CONDUCT AN OPERATIONAL RISK
ASSESSMENT AND OBTAIN A NO OBJECTION NOTIFICATION FROM UAE GCAA.
THIS REQUIREMENT DOES NOT APPLY TO PRIVATE FLIGHTS, MEDICAL
EVACUATION (MEDEVAC) FLIGHTS, OR STATE AIRCRAFT OPERATIONS.
REQUESTS TOGETHER WITH THE RELEVANT OPERATIONAL RISK ASSESSMENT
DOCUMENTATION, SHALL BE SUBMITTED TO FOA(A)GCAA.GOV.AE
THE NO OBJECTION NOTIFICATION COVERS ALL OPERATIONS IN UAE AND IS NOT
FLIGHT-SPECIFIC.
OPERATIONS CAN ONLY BE CONDUCTED AFTER RECEIPT OF THE OFFICIAL
NOTIFICATION FROM GCAA.
