Interpretation

Damascus FIR (OSTT) is open for overflight with the following conditions: air traffic services are provided using procedural control with no radar separation; transferring ATS units must apply a minimum of 10 minutes longitudinal separation for aircraft on the same track at the same level; inbound traffic must contact Damascus ACC at least 5 minutes before the FIR boundary; outbound traffic must contact the next ATS unit at least 5 minutes before the boundary; traffic flow may be regulated due to ATC capacity; flights must have operational ACAS II; SLOP per ICAO Doc 4444 is recommended; aircraft must maintain the last assigned SSR code, or squawk 2000 if none assigned; and pilots must maintain a listening watch on 121.5 MHz in addition to the assigned frequency.

E) DAMASCUS FIR OSTT IS OPEN FOR OVERFLIGHT OPERATIONS    
SUBJECT TO THE FOLLOWING CONDITIONS:  
-AIR TRAFFIC SERVICES ARE PROVIDED USING PROCEDURAL    
CONTROL.RADAR SEPARATION NOT AVAILABLE.    
-TRANSFERRING ATS UNITS SHALL APPLY A MINIMUM OF 10 MINUTES    
LONGITUDINAL SEPARTION BETWEEN AIRCRAFT ON THE SAME TRACK    
AT THE SAME LEVEL.    
-FOR TRAFFIC INBOUND TO DAMASCUS FIR, PILOTS SHALL ESTABLISH    
COMMUNICATION WITH DAMASCUS ACC AT LEAST 5 MINUTES PRIOR TO    
FIR BOUNDARY FOR IDENTIFICATION PURPOSES.    
-FOR TRAFFIC LEAVING DAMASCUS FIR, PILOTS SHALL ESTABLISH    
COMMUNICATION WITH THE NEXT ATS UNIT AT LEAST 5 MINUTES    
PRIOR TO FIR BOUNDARY.    
-FLOW OF TRAFFIC WITHIN DAMASCUS FIR IS SUBJECT TO ATC CAPACITY    
AND MAY BE REGULATED.    
-FLIGHTS OPERATING WITHIN DAMASCUS FIR SHALL HAVE OPERATIONAL ACAS

-STRATEGIC LATERAL OFFSET PROCEDURE SLOP IN ACCORDANCE WITH    
ICAO DOC 4444 IS RECOMMENDED.    
-AIRCRAFT SHALL MAINTAIN THE LAST ASSIGNED SSR CODE. IF NO CODE    
IS ASSIGNED, SQUAWK 2000 UNTIL FURTHER INSTRUCTION.    
-PILOTS SHALL MAINTAIN CONTINUOUS LISTENING WATCH ON 121.5 MHZ    
IN ADDITION TO ASSIGNED ATC FREQUENCY .
