Interpretation

The US DOD E-IPL-only LOC Y RWY 28 instrument approach procedure is changed: when the approach lighting system is inoperative, visibility must be increased to 1900 m; S-LOC 28 minima for categories A–D are changed to 1460-1200 m, 416 (500-1200 m). All other data remains unchanged.
