Interpretation

Airport collaborative decision-making is connected to the Network Management Operations Centre, and departure planning messages will be sent to the operational network management system. Flight crews must contact ATC for departure clearance within five minutes before or after their target off-block time (TOBT). If ready outside that window, they must contact the ground handler first. Pushback and/or start-up will be allocated within five minutes before or after the target start approval time (TSAT).
