Interpretation

The TACAN runway 28 instrument approach procedure is changed due to a mobile crane. DOW FLIP straight-in minima for all categories are changed to 1091-1400M 460 (500-1400M); when the approach lighting system is inoperative, visibility increases to 2100M.
