Interpretation
For the ILS Z or LOC Z RWY 23 procedure at Lincoln County Regional, the S-LOC 23 segment requires radar or DME unless the aircraft has a suitable GPS-equipped RNAV system. The procedure is unavailable to aircraft without a suitable GPS-equipped RNAV system because the BZM VOR/DME is out of service.
