Interpretation

The RANGE 3 (RNAV) standard instrument departure is changed: the procedure is not authorized for Category E aircraft, and the note restricting use to E/F/G and R (RNP 2.0)-equipped aircraft is removed. From runway 15, climb on heading 146 to 6,500 feet, then make a climbing left turn direct to TPH VORTAC and maintain 10,000 feet or higher as assigned.
