Interpretation

All traffic arriving at the Kabul Tower control zone must contact Tower on 125.4 MHz while at least 30 NM from the CTR and report call sign, aircraft type, departure aerodrome, position by radial, DME and flight level, and the intended IFR or VFR approach. The control zone extends 6 NM and up to 9,500 FT.
