Interpretation

For the TACAN Y runway 17 and TACAN Z runway 17 approaches, straight-in landings are not authorized while runway 17 is closed. Circling to land on runway 6/24 requires prior ATC approval. Remain on or above the PAPI glidepath until the threshold. Circling at night is not authorized when the PAPI for runway 6 or 24 is out of service.
