Interpretation

RKSI AIP AD 2.22 flight procedure speed restriction is changed: all aircraft must not exceed 250 kt IAS below 10,000 ft in the Seoul TMA. Departing aircraft unable to comply because of aircraft performance and configuration must notify ATC of the minimum safe speed required.
