Interpretation

The published VFR procedures for departure from a landing site within the CTR are replaced. Before departure, the pilot-in-command must establish communication with the Omsk/Tsentralny aerodrome ATS unit using Omsk-Radar on 119.000 MHz or Omsk-Approach on 5520 kHz, with 4656 kHz as the secondary frequency. The notice also provides secondary telephone numbers for the tower and flight control officer.
