Interpretation

The aerodrome is testing an automatic frequency-change procedure during certain periods. Tower ATC will include the first frequency to contact after takeoff and indicate whether automatic frequency change is authorized in the ATC clearance. Aircraft must either change automatically after takeoff when cleared to do so or wait for an ATC voice instruction before contacting the designated frequency.
