The procedure states that when the downwind exceeds 3 m/s ATC must switch runway operating direction, and during runway direction conversion ATC may temporarily assign runways with downwind greater than 3 m/s but not exceeding 5 m/s for takeoff or landing if the pilot is informed.

'2.4 SURFACE WIND AND RUNWAY CONVERSION PROCDURE' NOT AVBL.
SURFACE WIND AND RUNWAY CONVERSION PROCDURE AS FLW:
1. WHEN THE DOWNWIND GREATER THAN 3M/S, ATC MUST SWITCH THE RUNWAY
OPERATION DIRECTION.
2. DURING THE RUNWAY DIRECTION CONVERSION PROCESS, CONTROLLER MAY
TEMPORARILY ASSIGN AIRCRAFT TO USE RUNWAYS WITH A DOWNWIND GREATER
THAN 3M/S BUT NOT EXCEEDING 5M/S FOR TAKEOFF OR LANDING, PROVIDED
THAT THE PILOT ARE INFORMED.IF THE PILOT IS UNABLE TO MEET THE
REQUIREMENT OF USING A RUNWAY WITH A DOWNWIND GREATER THAN 3 M/S
BUT NOT EXCEEDING 5M/S, THE PILOT SHOULD NOTIFY THE ATC AS SOON AS
POSSIBLE.
