Interpretation

At ZLXY, the surface-wind and runway-direction conversion procedure in China AIP AD 2.20 section 2.4 is unavailable and replaced by the following procedure: ATC must change the runway operating direction when the tailwind exceeds 3 m/s. During the changeover, controllers may temporarily assign takeoffs or landings on a runway with a tailwind greater than 3 m/s but not exceeding 5 m/s, provided pilots are informed. Pilots unable to accept that runway condition should notify ATC as soon as possible.
