Interpretation

The ILS equipment for both runway 05L/23R and runway 05R/23L cannot be activated in both directions simultaneously due to technical reasons. During operations, only one ILS direction can be used at a time. When changing runway direction, the ILS equipment requires 8 minutes to switch over.
