Interpretation

When the tower on 124.0 MHz is unmanned, pilots must contact RADAR on 124.5 MHz for IFR clearance and flight plan activation while still on the ground. If unable to get hold of RADAR, traffic is to depart below the FALA TMA. Once airborne and clear of traffic, the pilot must contact RADAR for clearance into the TMA.
