Interpretation

Operation of all general aviation and VFR flights is suspended except OIMG and OIMS within ATZ, and flights engaged in hospital, SAR, state, and military operations. Other VFR flights require prior permission from the Civil Aviation Authority. IFR flights to and from airports with no navaid that need to be changed to VFR during arrival and departure are not subject to this limitation.
