Interpretation

The ILS or localizer runway 31 instrument approach is changed. AGABB IAF at GHI radial 090/22 DME has a mandatory 14,000-foot crossing and holding altitude. Delete the 5,000-foot minimum altitude between AGABB and BSHAR. NAHAR IAF and SAFWN IF have a 4,600-foot minimum altitude. The VGSI and descent angle are not coincident; the VGSI is 2.70 degrees with a 66-foot threshold crossing height. Revised S-ILS 31, S-LOC 31, and circling minima apply, with increased S-LOC visibility when the approach lighting system is inoperative. The GHI 25 NM MSA from 360 to 090 degrees is 4,300 feet.
