Interpretation

All aircraft departing to the continental United States (CONUS) must coordinate a USDA agriculture inspection with the servicing FBO before departure. Aircraft arriving from an outside-CONUS (OCONUS) location must also receive Customs and Border Protection clearance and cannot depart until the required inspection is complete.
