Interpretation

All aircraft departing to the continental United States (CONUS) must coordinate a USDA agriculture inspection with the servicing FBO before departure. Aircraft arriving from outside the continental United States (OCONUS) must first be cleared by Customs and Border Protection. Departure clearance will not be granted until the inspection is complete.
