Interpretation

Ukrainian operators and aircraft registered in Ukraine are prohibited from any flights within the airspace of the Republic of Belarus, and aircraft registered in the Republic of Belarus and Belarusian aircraft operators are prohibited from any flights within the airspace of Ukraine.
