Interpretation

A new parallel runway is under construction, positioned 490 meters south of the centerline of runway 13/31. It is not in use, and X-shaped white closed markings are placed on the ground every 300 meters from both ends of the runway. Pilots are advised to exercise caution during landing and takeoff.
