Interpretation

The Instrument Landing Approach (IAL) procedure for RWY 12 at EKVG does not fully comply with the design criteria outlined in PANS-OPS Document 8168, Volume II. Obstacles in the secondary area of the Y surface are not considered, and the procedure is based on the outdated Obstacle Clearance Limit (OCL) concept instead of the newer Obstacle Clearance Altitude/Height (OCA/H) concept.
