Interpretation
ATC will deviate from the preferential runway configuration based on runway/taxiway availability, instrument procedures and aid availability, and significant weather (including specified tailwind/crosswind thresholds, windshear, thunderstorms affecting approach/departure, wet runway, or poor braking). Wind components are guidelines for ATC runway selection, not operational limits. Runway configuration 34R may be changed to 16L when wind from northern quadrants remains steadily below the stated threshold for at least 10 minutes, with the actual switch occurring when traffic permits.
