Interpretation
The use of the 10K AT with the Alfa for loading or unloading rolling stock onto or off of aircraft is discontinued. The aircraft winch is now the primary method, with a bobtail as a backup if the winch is inoperable. Strict procedures are mandated for compliance.

THE 10K AT WITH THE ALFA WILL NO LONGER BE USED AS THE PRIMARY MEANS OF LOADING OR UNLOADING ROLLING STOCK ONTO OR OFF OF AIRCRAFT. THE AIRCRAFT WINCH WILL BE THE PRIMARY METHOD FOR LOADING AND UNLOADING ROLLING STOCK. IF THE AIRCRAFT WINCH IS INOPERABLE, A BOBTAIL IS REQUIRED FOR LOADING AND UNLOADING. A BOBTAIL IS THE PRIMARY METHOD FOR TOWING ROLLING STOCK TO AN AIRCRAFT. USE OF A 10K AT WITH AN ALFA FOR TOWING IS ONLY AUTHORIZED AS A LAST RESORT WHEN A BOBTAIL IS UNAVAILABLE. UNDER NO CIRCUMSTANCES WILL 8 EAMS PERSONNEL USE A 10K AT WITH AN ALFA TO PUSH ANY ROLLING STOCK EQUIPPED WITH AN ARTICULATING TONGUE. THESE PROCEDURES ARE MANDATORY AND MUST BE FOLLOWED, FAILURE TO COMPLY MAY RESULT IN DISCIPLINARY ACTION. THIS NOTICE SUPERSEDES ALL PREVIOUS INSTRUCTIONS REGARDING THE USE OF 10K ATS WITH ALFA (PINTLE HOOK ATTACHMENT) OR ROLLING STOCK HANDLING BY 8 EAMS.
